When talking to them on your ship, you can either upgrade them, or part ways with them. If you accept, the traveler permanently joins your ship as a Deckhand. If you don't have enough Renown to recruit them, they will say they are searching for a famous captain to join up with and sail the seas, but if you do meet the requirement, they will recognize you for your Renown and ask to join your crew.
